Since the rest of the world uses no nitro in their fuels and we in US use nitro , does that mean that the engines sold in ROW markets are of higher compression than those sold for the same engine?

All engines are the same no matter where they're sold. In other words, an OS sold in Australia is the same as you'd buy in America. Because America is the biggest market most manufacturers simply design their engines to suit the American taste for nitro. Even so, they'll all run perfectly well even on zero nitro.
