NiCad batteries tend to develop memories, will not charge correctly and give full performance. They need to be discharged to a specific value, then recharged fully. One does this about every month of so. You can buy devices specific to a battery that will individually discharge to the correct value or you can buy a charger/cycler like Accu Cycle. The Accu Cycle and its cousins allow the battery to be discharged and measures the time it takes to discharge, or the milliAmpere hours it puts out until it reaches its correct discharge value. One takes ones battery and discharges it and recharges it - that's a cycle.

Batteries come in various milliampere values like 600 mA or 700 ma or higher. When one cycles a fully charged battery, the milliampere reading ought to be with 10 or 15% of that rated value, if below that, it means a cell or cells are begining to deteriorate.

So a cycler maintains your batteries in a good state and can measure if they are going bad. A wall wart charger can not do these things.
