Vegas Video is around $400-$600 retail. You could download it and crack it (in other words, steal it), but I can't provide you with that information, as it would be unethical for me to do so, because this program puts food on my table.

As for free programs that can do the things Vegas can, I doubt there are any out there. Vegas and programs like it have taken many years of development and 10's of millions of dollars in order to be where they are right now. The freeware and open source community just doesn't have the resources available in order to reach those levels. The only option I can recommend that won't break the bank is Pinnacle Studio. It's around $100 and has some pretty decent features. I personally don't like it, but for $100, you can't go wrong.

It's quite easy. It's right in the help file that's included in Vegas.

Nevermind - I got it. I streched both audio and video, then went back and changed the audio properties to lock with stretch.
