Take it slowly while you are breaking in the engine, at least for the first dozen tanks or so. When tuning, let it get up to temperature before fiddling with the needles. If it will idle and accelerate without dying, your low end shouldn't be TOO far off, so leave it alone until you get the high speed closer to dialed in. Right, so once up to temperature, make some passes, letting it come up to full throttle. If after a few passes it doesn't seem to be picking up RPM, bring it in and lean out the high speed 1/8th turn. Make a few more passes, and if necessary keep repeating the process. You shouldn't need to lean out to less than two turns out on the needle, and keep alert that there is always some smoke. If it seems to be dying off at full throttle, you've leaned it too much and should richen up the needle immediately. Your shift point may also need adjustment, but I think running over-rich is the main cause of the sluggishness you are describing.
