Hi griffin, The reason for horizontal and vertical is for you to be able to insert the pin clip. See rear pin is vertial because you will have a hard time inserting the pin if you install it horizontally, it's right next to the former. Trust me it's a lot easier to have it that way plus chances that both pin clips come out one in Horizontal and one vertical is almost close to 0. As far as measurment, I did exactly 10.5 to center of the hole and pin comes in perfectly. I can insert my washer and then the clip. Now if you do shorter than 10.5 you will have a hard time inserting the clip(that can be really a problem). Longer than 10.5mm you can compensate by adding another washer on top of the other one to keep the clip snug fit to the washer/oring setup. I really don't know why someone would rotate them. I know that the rear pin is next to that thin former and from one side you can't insert it and from the other side, part of the clip would hit the former. If you haven't done yours yet, please do follow the instruction or test it with inserting the pins alone into the fuse holes and see if you can easily insert the pin clip in vice-versa set up. If you leave 10.5mm your pin should still go into the second rib not very much but still will go in. Give me the length of your pin and I will check it with the ones that I have. All 4 of them are like that? It's got to go in the second rib if it doesn't DO NOT glue them.
