I don't understand why it needs so much more than the 5 amps max it can charge?

Anybody?

If the input is 12 volts and it draws 13 amps from the charging source, then is is using 156 watts of power. It can convert this to 156 amps at one volt or one amp at 156 volts.
So in order to charge a high voltage battery pack (say 15 cells) it needs to generate about 22 volts and at that voltage the 156 watts of power it is drawing could be converted to only 7 amps of current. So it is drawing 13 amps and generating 7 amps (but at a higher voltage).
Plus there are lots of losses (in the form of heat) when converting electrical energy. So some of the input energy is wasted.

It does not need 13 amps. The maximum power it can provide on charge is 90 watts and this is for 18 volts output. Assuming 80% effeciency this would require 112 watts input or 8.6 amps at a 13 volt input.

Unless you are charging large number of cells even a 5 Amp supply will take care of most of your needs.
