It doesn't look like anything is wrong. Look at the picture where you have the horizontal stab partially inserted. If you were to extend the stab on backwards (or maybe forward?), e.g. cutting along it's upper and lower surface to the rear of the plane, the line(s) which would be described is the "block" that you must remove. This is typical for ARF's. However just to be sure, take a picture from the BACK of the plane fuselage instead of from the side. This will allow us to see the block itself. Basically you are going to remove the covering and wood that extends on back to the edge of the tail. Once it's remove the stabilizer will have plenty of room to slide in place.
