I just purchased a Thunder Tiger Ducati 999 & Desmosedici. While checking the bike over I noticed the chain gets tight and lose as you turn the back wheel. Is this normal for the bike to have this much run out?

It's not run out,it's a tight link or links in the chain. Adjust the chain where the tight spot is.
