Ok...Whoa Whoa Whoa.... First: Is this a NEW engine? If it is, DO NOT worry about obtaining "MAX" rpm from it...unless you want to ruin it. The engine should be operated in accordance with the supplied instructions for "break in" Next: "3 turns open" sounds like an initial starting point for ANY 4C engine I've ever run. Saito,OS, YS, etc. There is simply NO way a mfr can pre-determine a needle valve setting for an engine due to the enormous number of variables involved. I'm not trying to be condecending, but....it sounds like you have absolutely ZERO engine experience. STOP. Get an experienced member of your club to assist you with breaking in and adjusting your motor. The Saito is a fine engine, and can be expected to work very well for a long time IF it is handled properly. Understand that these are fine tolerance machines...not idiot proof VCRS. Mistakes made with these things destroy them for life. Get some help (in person) and let us know how you make out. Best Wishes.
