Status: offline 		I've seen hobby places online that sell these wires with one end that has a mini tamiya connector, and the other end that has a standard tamiya connector. Are these used for a battery connecting to a charger or a battery connecting to an rc vehicle?

The battery connects to the RC with the connector and the battery also connects to the charger with the same connector. The reason for the adaptor is that some packs come with the mini and the RC uses the regular so you need an adaptor, and same with the chargers. There could be some cases too where the packs are regular and the RC uses the mini so you will need an adaptor for the RC, but most likely not for the charger, because most of them use the regular sized tamiya connector. It all really depends on which is male or female, the mini end, or the regular end.
