I have a Fuji BT-64EIS that has no spark. I was wondering if there were any way to check the hall effect sensor and the EIS module with a digital multimeter such as a Fluke or a Fieldpeice to determine which may be at fault. There is no discharge what so ever. I also have the capability of checking capacitors up to 380 MFD and wonder if the capacitor alone can be checked and if so what is it's value.

If you have the electronic ignition system and you get no spark, then either the sensor is bad or the ignition unit is bad. The only way to check the sensor would be with an oscilloscope that can "read and hold". The voltage spike is too fleeting to be picked up on a meter.

Usually, it's the ignition controller electronics that have gone out when you get no spark. It will likely need to be replaced.
