I built a 4s A123 pack with no problems. When I go to balance and charge, one cell charges higher than the others, 3.35, 3.35, 3.36, 3.75. The thing is, the high voltage cell is never the same cell. First it was cell 3, then cell 2, now cell 1. The charger is more or less stuck on 91%, charging at .1a. I'm using a hyperion 1210i and lba10 made for a123. One thing I noticed, the voltage dsiplayed waqs not what I read with a voltmeter, For example, the charger was reading 2.8 volts while discharging at 5a, yet the voltmeter showed 3.1 volts.

One thing that I dod find is that when I put a heavy load on the pack( a dynatron starter) and used it several times by letting the motor run and holding back on the starter cone. When I measured the voltage per cell under load, the voltages were identical (3.313vpc)

These cells have a habit of drifting a lot during the first 5 to 15 cycles. Do not worry about it much. Balance at the end or near end of charge. 4.2 volts will not hurt a cell so having one or two a little higher is no big deal.

There is no real useable capacity above 3.45 volts per cell and as you noted under load they even out quickly.
