Ive been working with a program called Twixtor that takes interlaced video (from your camcorder, mini-dv cam, ect) and slows it down but retains its quality.

Usually when you slow down video, it becomes choppy because the camera shoots at 29.97 frames per second. Slow that down and youve still got 29 frames per second, but youve now drawn it out to make it seem like a lesser frame rate. The result is a crappy slowmotion sequence.

Twixtor thinks the video is 60 FPS and fills in the gaps between frames with a blend of the previous and next frame. It takes ALOT of work to get good at it because of all the perameters and the render time on a slower computer can be over an hour for about 6 seconds of video.

Luckily Ive got a new computer with dual graphics cards and quad-core processors so Ive gotten decent results with it.

Unfortunately, the camera footage shot was far away at the offshore bouy and had trouble keeping focus.
