For NiCads that have been idle for a long time (or new and never used) charge at 0.1C for 16 hours. Discharge down to 1.1 v/cell at a rate not higher than 0.25C and charge again at 0.1C for 16 hours. Now, check capacity by measuring the mah in the pack by discharging at not greater than 0.25C. It may take 3 to 5 cycles of this to bring the battery back up to as high as it is now capable (it may not be salvageable). NASA recommends that, for storage of NiCads, you discharge the pack down to 1.1 v/cell then individually discharge each cell to zero by shunting them with a low impedance (around 1 ohm) then put a dead short across each cell and leave it there while it is in storage. Store at a low temperature with a desiccant and then when ready to use, do the 16 hour charge at 0.1C again prior to use.
