I have two Fusion 9 rcvrs and two Evo 12 xmitters. I hook up either rcvr with a 2 cell A123 battery (no regulator) and a single MPX servo, go through the syncing procedure using either transmitter, then turn the rcvr off & back on (xmitter already on) and the rcvr does not lock onto the xmitter's signal. When I turn the xmitter off & on, the rcvr usually locks on. Once it locks on it is rock solid.

Just to clarify - rcvr on first, then xmitter on and it locks on (not every time though). Xmitter on first, then rcvr and it will not lock on.

This is consistently true using either xmitter with either rcvr. I resynced every time I switched either the xmitter or rcvr. I maintained about 6 ft separation between xmitter & rcvr during testing. I know no other xmitters in my house are switched on but I have no way to check if there is some sort of other interference

Now, the interesting part - The Evo 12 xmitters work fine with my MPX 12ch rcvr. It appears that the problem lies with the Fusion rcvr.

What to do???

I've not heard of this issue before but my suggestion would be to just use the procedure that works! It's kind of like when you tell the doctor "Doc, it hurts when I do this..." and the doctor says... well don't do that then!!!

If you think it's a problem then send them in and we can check them out.
