To those of that have never seen a bad cell let me assure you that it does happen.
I got a Dewalt pack last year and three of the cells have gone bad. They measure 0 volts. The last one I tried to charge it with my 3a Masteck power supply. I set the PS to 3 volts and connected it to the battery. The PS went to max amp output while the voltage read 1.2V. After about 15 minutes the battery was quite hot and still measured 0 volts.
I have used these cells, some on a starter, and some as receiver batteries. I was just going to assemble them into a 8s1p pack and checked thier voltage when I found this one.

Yes if they are allowed to go to zero volts and stay there for any length of time or if a cell (s) in a pack go to zero and are reversed charged they will die. The good part is however they fail closed so there is at least not an open circuit.

The lowest voltage cell I have ran across in a 36 volts DeWalt pack was 0.569 volts and it recovered and is still find months and many flights later.
