All right I am buying a Rustler VXL but what battery and what charger?
Can I go Lipo for under 75 bucks w/charger?
Should I just go NIMH?
Looking for the most bang for the buck and am buying from Tower Hobby so if they have the charger and battery even better!!

You're gonna be hard pressed to find a lipo and compatible charger of any quality for under $75, In fact none of the lipo compatible chargers I would recommend are under $75 themselves.

If you must stay under $75, NiMh is your best bet.

Check out the Duratrax Piranha charger, its under $40 generally and can run off of AC or DC. I'm not too up to speed with pricing on NiMh cells/packs, but someone will answer shortly I'm sure.

I can do the Duratrax Charger, what about batteries. There are so many kinds is it as simple as a 6 or 7 cell at 7.v with mah ratings (more is better kind of like a bigger gas tank) or is there more to it?

I bought the Rustler VXL, the Duratrax charger and 2 batteries (3300 7 v venoms) and the adapter for Traxxas plugs. The shop sold em too me at non-tax internet price for a whopping $400 total. Pretty good for cash and carry I think.
I was having a great time with the first run until the wheel fell off. Traxxas is sending me a new nut/bearing assembly. They said something about new plastic not settled or expanding or something like that. The LHS said get some thread lock which i did.
