Do any of you guys know of any scale drawings of instruments in either a CAD format or some other form of vector graphic?

Just the ones I made. If you cant find any, I can make you some. (probably cost you about $75 to draft them).

Back when I did a few circles and arrows like on instrument stuck in to a panel for a set of plans wanted by a customer. Overall, they really do not take long, as then you need to reduce them such that the lines work out, the text shows up, and the lines are fine enough to distinguish one from another when printed/plotted out.

Faster to do them yourself.

Try poking around the kit plane builders websites. There are a few guys who do instrument panel layout and cutting for full size planes. One that come to mind is Experimental Air. http://www.experimentalair.com/store/index.php
