I have 2 of those chargers. On about the 12th cycle of the batts the charger said charge complete. I received my cell pro the next day and just playing around plugged it in. First battery was fine, it balanced it and said charge complete. 2nd battery made the charger turn on and off 5 times and I reset it. Long story short 1 of the cells had only been charged to 3.6 volts, the other 2 were at 4.2 volts. Later I decided to fly the pack and charged it up this time with the cell pro. Now it is balanced at 4.2 v per cell. I believe the culprit to be one of those e-flite chargers.

2nd long story short; get youself a real Li-Po charger...

For all the warnings about using the Li-Po's that come with the 400 I couldn't believe how cheesy that charger is even though total price is a concern for a RTF model.

I used the included charger once and then went to the CellPro or my Triton. The Triton will charge through the discharge leads and the CellPro will do a balance charge with the adapter for those batteries.

I have 122 charges on the stock B400 charger split between two batteries.
Charger and both batteries are still going strong.
At some point I will get a better charger to rotate my batteries through but so far so good.

I'd call Horizon tell them what happened and the voltage readings you got.
They'll probably just send you a new one.
