Status: offline 		If there is oil leaking inbetween the rear crankcase cover and the starting shaft (on a pull start engine) does this mean the rear crankcase cover needs to be replaced?

Try sealing the backplate.

The oil isn't coming from where it connects to the block
But rather from the brass bush bearing that the starting shaft goes through
