Flex each aileron DOWN to maximum deflection and lay a strip of Scotch or 3M transparent tape over the gap on the top of the wing. Make sure the edges of the tape are stuck to the trailing edge of the wing and the leading edge of the aileron. Then flip the wing over and do the same thing on the bottom of the wing, after deflecting the surface fully UP. When the aileron is deflected, the tape should "slump" into the hinge area, allowing the aileron to deflect normally, without binding.
Do the same for the elevator and rudder.
If you don't like transparent tape, you can use colored electrical tape, but it will tend to come loose over time. Or seal the area with Monokote, using the same method.

Grubs,
Sealing the hinge gap is a good idea on any plane. You did not mention the plane involved, if it's a trainer your probably fine just sealing the gap.

If the plane is larger or an aerobatic model, 3/16th is quite a gap. I would cut them out and start over.

You don't need to seal both top and bottom, just do the bottom. that will stop the air from bleeding thru the gap whitch is what we're thying to do.

If you hear a loud noise on a dives or wot...then it's time to cut the hinges.
Flutters arn't too healty for your servos or airframe.

You can spend $3 for new sets of hinges or $3 /per servo gears repair kits.
It'll take you roughly the same amount of time to re-hinge or re- servo

if you installed nylon hinges , the chances of fluttering are less becuase those hinges are stiffer.
If you used ca hinges, they'll flex more.

yeah, I had to learn to drill little recess slot for nylons hinges too.

OK WITHOUT WRECKING THE WINGS HOW WOULD I CUT THEM OUT OR WOULD THEY JUST PULL OUT. THE PLANE IS THE REVOLVER. ANY EASY WAY OF DOING THIS?

Grubs,
If they are CA hinges, cut them out with a exacto knife. If they are pinned plastic, use a razor saw.

Cut them flush after it's removed, then drill or cut new slots right next to the old ones.

Good time to install Robart hinges and get rid of the CA ones.
