I've heard of guys going on about a rev limiter that works by using high vibrations to cut of fuel and I was wondering if this is what it looks like.
If so do I remove the spring and fill support it with a solid piece of metal?

NO - leave your carb alone. There are no "rev limiters" built into a zenoah carb.

The spring controls "pop off pressure" in the carb. In theory the spring pressure should match the vacuum the engine requires to give it the proper fuel amount. If the spring is too stiiff, the engine will bog or studder when the motor requires more fuel. The opposite will happen if the spring is too weak. It's kinda like an engine tuning challenge.
