I want to add a few more important details about declaring the value of an international shipment. I just spoke with a USPS agent to confirm all of this and it matches what we've understood. When we ship by USPS Priority Mail International we declare the value of the shipment with USPS. USPS uses this amount if a package is lost so they can reimburse us. For example, if we set the value of an XRAY 808 as $200 USD (normally $600 USD) and USPS loses the shipment, then we will get a check for $200 which would be passed on to the customer as a refund. USPS doesn't care what we set the amount to unless it is much higher than actual retail. The customs agencies for various countries do care. They consider it illegal for the amount to be anything other than the retail price. I asked who was liable in this case, the customer or the dealer who shipped it. The USPS agent said the customer is the liable party. As long as the dealer sets the value to the amount that the customer requests, the customer is the one who has to answer to customs. If you are OK with answering to customs then you can set the value of the shipment to whatever you like.
