The best thing to do is to try a flotation test and see how much ballast in the form of lead shot is needed to float her on the water line (after allowing for the radio equipment). It'll also give you a good idea of where the bulb should be placed to ensure fore and aft trim.

Test float sounds right - have about 2.5 kg available. Of course, its up to you to figure out just where the ideal waterline is going to be. Dont forget the weight of the ails, masts & rigging as well as the radio gear. It all counts.

Hi:Marblehead class sailboats with a little over 1.2 meter long hulls have a bulb of 3.5 kg. or so. Just check some rules for that "M" class and you will be very close to your needs.

Hope this can help.

Marbleheads, being a development class, will probably not have any rules regarding bulb weight. The restrictions happen upstairs with sail area and mast height.
The test float/ballast to determine the weight remains the best option.
