My dad and I are going to build a rc sail boat and I need some plans and a list of what I need. It can be from 20in. to 50in. range.

If you can find them, get a Victor 32 in the kit form, called a V32K. Everything is in the box except the electronics.

At the lower end of your size range, you'll find a lot of info on the RG-65 site, http://groups.yahoo.com/group/RG65SailboatsUS/ In the links section, there are over 20 plans listed, both chine and round bilge construction, as well as many building articles. Most of the boats can be built with balsa only and don't need reinforcement with fibre-glass.

A google for "RC yacht plan" should return a good collection of worthwhile links.
As a personal opinion, below 2 ft long, a wind driven boat is a bit twitchy - either there isnt enough wind to drive it or the waves kicked up make sailing it unconfortable. Above 1 metre, and they can have an embarassing amount of performance.
A smaller one doesnt need as expensive hardware as a larger one.

Phew, good job the RG_65 comes in at just over 2 feet.
You can probably keep its cost to US$ 100 by building it yourself and shopping around for an economical 2 channel radio

The Star45 is another very interesting boat to build... it's a nice looking scale model, fast, and uses conventional model methods for hard-chine boats. It's 45" long. The pllans are available free on the class site which you can find in Yahoo and you can access it throu the American Model Yachting Association (AMYA). It's worth checking out the AMYA anyway to get an idea of all the popular boat classes.

For the Star45, plans plus a lot of discussion and links to building details for a lot of the parts of the boat are at http://woodstar45.blogspot.com/2006/10/star45-plans.html That page includes full-sized parts as well as regular plans. I've found that there are now multiple places where they'll print a full sized sheet like those plans directly from a computer file for about a dollar a running doot so I can take a "thumb drive" into my staples astore and get a full sized set of plans for about $6 which is a great price for a set of full size plans! Hopefully the peinting place will fine tune the scaling but if you have to, experimenting with just a piece of the plan on 8-1/2 x 11 paper will probably be a lot cheaper than trial and error with 3' x 4'+ sheets.

There are links in the left column of that site, too, to things like a set of shadows you can use to cut out the bulkheads and othe3r shaped parts... and once those are done the skin of the hull is just balsa, lite ply, or what you find good to work with.

I used 1/8" lite ply for the formers (i.e. the bulkheads/frames/shadows), balsa wood for the skin, and mahogany ply for the transom (a personal compulsion of mine anything would do as well for anybody who's not attached to the look of the mahogan transom). It took me less than a 12" x 48" sheet of lite ply for the set of formers and about seven or eight 3" x 36" sheets of balse for the skin. Then there's the keel and rudder for which there are different ways ou can do it. If you work in balsa, then you should fiberglass the hull. Some guys don't seem to feel this is necessary, but there also seem to be a lot of people who talk about the water in their boats... while I don't have water in my boats and they're strong enough that I don't have to worry about getting in a boat collision and the weight of the glass can be negligible if done real well.

You can build a RG65 for about $20.00 or less in wood. They are 25 9/16" long (65cm). You can use 2 carbon arrow to make a main mast and booms, got mine at Walmart on clearance $2.00 each. No special skills needed to make flat panel sails. Sail material about $10-15.00.
So you can probably do one for about $100.00 including a radio. Good used ones can be found on ebay for about $20-30.

I'll second that, too and there are a lot of different rg65 plans available free on the Web.

Building price is very low (and so it differs pretty little) for any scratch-built boats from 24 to 50 inch length, though rg65 or Footy can use very cheap servos for sheeting while something like the Star45 should have something a bit heftier.

Still, though, to decide among the scratch build legal classes, I think that what type of other boats may be around me to sail with would have the biggest impact on which class I chose.
