Ok I am new to this still.. is drooping shocks as easy as taking a "stock" shock and cutting some of the spring off ?? if so.. I am looking for a length of around 100 mm I have 90mm now and would like a lil. more height.. I also am looking for more flex then the "scale" 90mm I have now

A normal shock compresses, droop shocks extend. Some people run internal springs so that their shocks contract, some just run plain oil. Cutting the spring does not make it a droop shock.
