The IR emitters are a mass produced commodity product, NOT high tech or high precession. Most are probably used in remote controls where a wide spread would be a plus. We had one club member who's tank would work great on the bench, and died in battle. Turns out his IR emitter did work at ranges over 5 or 10 feet! Even if you install everything perfectly, the emitter could be bad. That SEAD page also list the Radio Shack info on replacement emitters, and TANKHOBBY.com sells some small target circuits that clip onto the top of a 9V battery. A couple of these can help you test things in a hurry.

If you don't have a second TBU, you could try setting your tank into "TEST MODE". That lets you shoot yourself. Then with a white piece of paper or mirror you can test your system.

As far as using them in battle, I haven't seen anyone use a laser pointer or camera system. Mostly 'dead reckoning' aiming. Our old battlefield was set up to discourage 40' shots. Since we often have 8 vs 8, one sniper could lock down a big chunk of the battlefield. Those IR sensor don't have IFF

ok, thanks guys, i was just worried their may be something wrong with my tank. so from what ive collected, the IR beam is bouncing around in the tube and coming out of the barrel as a spray??

Predictable, yes. Evenly distributed, no. Most LEDs have a hotspot in the middle, some bigger than others. So, a hotspot down the middle can have longer range before it is attenuated and/or disperses below detectable levels.
If you have an LED flashlight, try shining it at a wall and moving it backwards and forwards, you should be able to see some fading and sometimes a hot spot in the middle.

The Crown of the IR LED should be at least 9mm from the end of a 6mm inside diameter tube. Also be sure to paint the or cover the backend of the IR LED so you don't have "leakage" out the side of the mantlet. I built a jadgpather and put the IR LED In the mantlet works great here is a link to a photo

I think your IR beam is diffusing because the beam is ricocheting inside the shiny aluminum barrel. You might try an experiment by installing the emitter in a test rig such as a piece of scrap tubing (same diameter as the emitter) with the inside of the tube painted flat black. It should yield a tighter beam.
