Should the white piece of plastic like material be removed from the fuse stabilizer slot before gluing the horizontal stab in position?

If you mean should you trim the covering off the stab before gluing it in the fuse absolutely yes! Please see step 5 and associated pictures in the manual. If you don't have the manual or want to check if you have teh latest please see here:

Not on the stabilizer itself, in the opening in the fuse where the stab will be glued to, it looks like covering that wasn't removed when they trimmed around the opening.

Could you provide a picture RCFred? I'm not sure I understand. But if you mean that there is some excess covering still covering the opening then yes you will need to trim that away.
