It depends on what you want. Where will you run your subs? How much building do you want to do? What kind of subs do you want to have/build?

If you want ready to go submarines that aren't too big, Small World Models is a good choice. http://www.geocities.com/smallworldmodels/ These submarines have a gas ballast system.

If you don't mind some building, at least to the hull, Caswell has some Sub Drivers ready to go (they're basically the "guts" of the submarine in a self contained cylinder) that are specially built for static plastic model submarine kits, like Trumpeter 1/144 Kilo, Trumpeter 1/144 Seawolf, Revell 1/72 Type VII U-boat, etc. http://www.caswellplating.com/models/index.html Many of these submarines have a gas ballast system.

If you want to do a lot of building, you can buy hulls from several online venders, such as Scale Shipyards.

You can also build your own water tight compartment/cylinder from someone like BigDave http://www.frontiernet.net/~bwelch/ These are mostly RCABS ballast systems.

Anything a bit cheaper like maybe a conversion kit around 250 then I could buy the right sized model for it

Also how which type of radio could I use

What do you mean, "conversion kit around 250?"  You want to buy the internals for $250 or under?  If so, you're going to have to do a lot of research and building yourself.

As for radios, use any surface frequency you would use for a boat, car, or truck, except 2.4 GHz - that won't penetrate water.

Basically, the less money you want to spend, the more building you're going to have to do yourself.

Yes but what type a heli radio?
how am I supposed to setup the reciever and and no spektrum recivers then so waht frequency do I use
