wondering if negitive incedence will cause airplane to stick to the water. the step is just behind the cg

Yes it will. 
Normal incidence settings are selected so that the wing can generate enough lift to take off.  If the incidence is inadequate, the tail of the float will prevent adequate rotation.  You'll probably get airborne taxiing in a large high-speed circle, then when you hit your own wake it'll bounce you in the air and get airborne.  Or if you have flaperons, dropping the flaps a bit has worked to get me in the air when I was otherwise stuck. 

If you go overboard, TOO Much positive incidence will make the airplane ride up on the noses of the floats.  A little too much will provoke porpoising.  A Lot too much will make the plane unstable on the water and it will probably crash just as you reach takeoff speed. 

If you'll try 1/8 to 3/16 shims in the front struts you should notice some improvement.

OK, cool i have flaperons, didnt try those. Ive have also adjusted the incedence and it eyeballs good, just a CH positive.

I call this the Aqua Klien, it a funfly roadrunner that my friend Mr Klien rebuilt for me after a encounter with walnut trees a year or so ago. I mated it with a set of 46 inch sea foams, a G26 for power. so far its working out very well
