How about this circuit from the folks at MAXIM IC. It was suggested as an add-on to their 712/713 charger IC,But as stated it will function as a stand-alone discharger.

Yes,You would have to build that circuit.It is in the companies "application Notes"(really intended for electronics designers).You would be on your own for puting it together, But the real work is already done for you. All you'd have to do is wire it up. I just thought I'd throw it out here, as it sems several members are interested in schemes for discharging.
