First you must upgrade your account to Market Authorized. You will be prompted to do this each time you visit the marketplace, until you perform this free upgrade. Once you upgrade your account, you will see the Make Offer link in the Buyers Tools in the upper left hand corner of every ad.

Sorry about that. My mistake.
When you go in to an ad, you will see Make Offer Now in the Shopper Control Panel to the left hand side, top of the ad. There are also two Make Offer buttons. One is directly below the pictures located below the ad description and the other is at the very bottom of the ad.
