Looks like another government screw-up. Just think...after all this crap about the new rules, and the threats and the penalties they propose, and all the rest, I think they simply tried to rush this through and are not ready for prime time....again. Sounds like another government boondoggle we've all experienced in the not too distant past.

I just began registration. I entered my e-mail, and password. It says they sent me an e-mail with an account activation to continue.
Well, half hour and still waiting..........
OK. completed registration and have my registration #... relatively painless. It says I will see the $5 fee deducted from my bank account and in a few minutes it show a $5 credit... so it IS free.
