Default os la 40 WILL NOT stay running

hi guys just got this used OS LA .40 engine at a swap meet. The guy said it ran and yes on the rare occurence that I can get it to start it does run fairly well. I let it warm up just like your supposed to but as soon as I move the throttle arm at all it dies out. And also as soon as there is no pressure all of the fuel in the fuel line drains back in the tank. ANY help what so ever would be gratefully appreciated. I'm new to this so please hang with me here.

Have you adjusted the needle valve? Normally, you'd start out with the needle at 2-1/2 to 3 turns out from closed, get the engine running at full throttle, and then lean the needle to just rich of peak RPM. Then, you retard the throttle and adjust the idle mixture. The idle mixture is adjusted with the airbleed screw that opens and closes the small hole in the front of the carb. Turn the small screw clockwise to richen the idle mixture, and counter-clockwise to lean the idle mixture.
