Default "effective adjstment range" for low speed needle

My OS 18 CVR with the 11J carb manual says that the standard setting for the low wnd needle is 1/2 turn in from flush with the carb body. It also says that if the low needle is adjusted to far from that position that it will be out of its effective adjustment range. My low speed needle is currently 1.25 turns out from closed. Everything seems to work fine, engine runs smoothly and cool. I was jst curious if you could elaborate on what this "effective adjustment range" is. Oh and my high speed is 1.5 out from closed.
