For action shots I'd recommend something that has fully adjustable manual settings, as well as a good sensor. I'm no expert on action shots but my best ones come out when I snap a really short exposure with lots of light and sensitivity.

For action shorts I normally set the shutter to 600-1250, F/stop of 2.8 and an ISO of 200-800
SHorter shutter speeds miss some of the thiongs going on in the picture, and fast moving object become blurry.
Id look at a 1000D for a starter camera. Whats your budget?
