If you are talking about starting a new topic then...
Go to the forums thing where you aren't reading an individual topic. Just where you see the whole list of topics already posted.
Then click on the button towards the top left of the page just above the top of the topics list you see. And tell me if these instructions are unclear or just confuse you. Hope you find it!
