Use a 9 X 7.5 or a 9.5 X 7 APC, a 9 X 4 doesn't have enough load and you will burn it up. Try to prop it so you get about 15- 15.5K.

Yes it will work, If your turning 16K or around there you should be ok. Don't try to go much above that. as I said previously you want to get the most out of it by prop'ing correctly not just getting more RPM. RPM means nothing if you don't have enough Thrust.

I ran an APC 8.75 x 8.9 Pylon on a Tower 46 in a F3D/30 and performance was very good, with good unloading in the air. The F3D/30 is a little cleaner than a Quickie though, so you may want to go closer to a pitch of 8 as Dave suggested.
You will get a lot more than 100 mph, though.
BTW, don't use the Master Airscrew at that RPM (>18,000) ... I don't think it's rated that high.
Use the APC 40 Pylon props for safety in high RPM ranges.
