If the engine is upright and the piston is at TDC than the notch should be at 11:00 o'clock.
Or... when the engine is mounted sideways on the model, when the compression starts put the notch at 2:00 o'clock.

The counter balanced hub is meant to offset the material removed from the crank by the intake port. Since the notch is on the heavy side of the hub it should be aligned with the center of the intake port. (I assume Nelson not Jett)
