Hi I bought this plan X03951 some time ago, Does anyone Know what issue of MAN the build featured in ?

You may be able to just phone MAN and ask them the year, they no longer send out the article with the plans like they used to. I have built Marks Sukhoi 29 and really like how simple he designed the plane. It was featured in July of 96. When I wrote Mark with a question he answered back. He couldn't remember much of anything about his designs, he has been out of it for a long time. That was in 05 when I spoke to him.
Good luck and if they tell you there is a date code of some type please post up and let us know.

Look at the plan number-03 95 1 That would have been the first plan featured in the March 1995 issue.
One thing I noticed was the Lazer Works site lists a 58" WS, the MAN site shows it to be 61"

I downloaded the March 1995 from the MAN archive

I now had what I need, what confused me was the B/W photo, I thought
it must have been 1970's or early 1980' s
