Saito 115, DX8, RPM Sensor

Default Saito 115, DX8, RPM Sensor

I am having trouble hooking up the RPM sensor to my Saito 115. Temp. and voltage are working fine but not the sensor. I am turning the motor over by hand and not seeing any rpm's register. Could it be as simple as the motor isn't turning fast enough? (minimum rpm needed). When plugged in, the DX8 displays "___" for RPM. Could it be a faulty sensor? Since the sensor is hooked up, wouldn't the display be "000"? There is a small circular outdent on the backplate of the Saito 115. How far away should the sensor be? Gap?
