My .02 cents on the subject. Yes, the pieces probably do bond better if you remove the charred edge. However, I've been building with laser cut parts for nearly a decade and I have never bothered with sanding the edges before gluing. Thus far none of my airplanes have fallen apart. So, is it better? Probably. Is it absolutely necessary? I don't think so.

The other negative about removing the charring is that you'll be reshaping the pieces just at little bit. Laser cutting is so precise you'll make the fit more sloppy, which weakens the glue joints a lot more than getting a less than perfect bond with thin CA.

I use a toothbrush to scrub off the ash. No sanding to misshape the piece, but no loose stuff either to mess up a glue joint.
