Are biplanes CG Measure inverted or right side up

Normally right side up. You want the vertical CG (i.e., the bulk of the weight) of the plane to be below the wing that place your balancer on. If the wing stagger is large enough, and the design is such, that the CG falls behind the upper wing then you probably have to balance upside down using the bottom wing. A Beech Staggerwing may be just the opposite.

The CG does not move whether you balance with the plane upside down or not. Use whichever technique is easiest to use to determine where the CG is.

Balance right side as stated the weight below the balance point
