There is a number of reasons. A leak, a hose kinked, one way check valve going the wrong way, not plumbed correctly, not hooked up to the control valve correctly. Your fill line should come off your fill valve, go to a T, split of the T to your tank and the third port of your T should go to your control valve. You mix up some dish soap and water and slide that solution over all your tubing and connections and if you have a leak, you will see bubbles. Good Luck, Dave
