There is a stop screw that holds the barrel of the carburetor in. Make sure that it's not tightened down on the barrel. That could cause it to be "locked up".

Hope this helps.

I have seen this many times with a new Satio, The carb mounting screws may be over tightened and distorting the carb locking the barrel. Just loosen and retighten.

Cheers.

Try heating it with your heat gun. Just don't blow the hot air directly against the plastic throttle arm. get it uncomfortable to the tiuch and try moving it. If that doesn't work then dismantle things. I have used that trick for years on stuck throttles and stuck pistons in old motors that were not properly preserved for storage.

soak it in marvel mystery oil if it is gummed up or fuel. Otherwise its gotta be a set screw. if you can't get it, find someone who knows the engines and get them to look at it.

Put it in the oven at 250-300 degrees. This amount of heat is needed to loosen gummed oil. Take it out after about 5 minutes, wearing a glove, and see if it moves. If you can move it, even a little, pour in a bit of rubbing alcohol, denatured alcohol, or even glow fuel. Keep moving the barrel, and pouring in more alcohol, it will cut the gummy oil.

Guys, in his first thread he states that it's "new, never run." I doubt, then, that it's gummed up. Sounds like it might be defective. Call horizon, and they will most probably send you a new one--just the carb, since that's all you need. But, knowing them, they might want you to send the whole thing in! It's still under warranty--they have three year warranties.
Good luck

Sounds familiar excpet mine was a VMAR engine. Sent the thing back in and they sent me a new one. Couldn't just send the carb, had to send the whole darn thing. Oh well, the thing still doesn't run right

My O.S. 61FX did that before I ever ran it. Tried everything including soaking it in fuel, heating it, pouring a bunch of after run oil in it, and other things. I took it all apart, and found nothing. To be on the safe side I cleaned everything and put it back together. After that it worked fine and never gave me any trouble at all.
