That depends on what type of airplane you want and what your 25cc engine is capable of.
Is it a model airplane engine or a converted weed wacker engine?
I don't recomend a scale aerobatic plane, as the typical 25cc gas engine doesn't have a high enough thrust to weight ratio.
Your best bet is a J3 Cub. They don't need much power to fly real nice!
