Swallow. C G Help

Hey I know theirs a lot of Swallow owners out there I need advice on the C G location of this swallow I've put a Magnum 91 on it with soft mount, mpi servos metal, in the usal place.I calcuate the C G at 4" to 41/2" from leading edge and I still need 231/2 OZ of lead in the very front to balance it at the given place. ( IS the instructions right witch said 25% to 28% of the cord most plane I've built have a 33% of cord any help.
