I would get "Combo C" here:
https://www.hobbywingdirect.com/coll...nt=11823665092
Run it on 4S and gear to temps as described here:

Good Luck!

I've had good luck with GoolRC motors, you can save some cash here:
https://www.ebay.com/itm/GoolRC-4268...kNis:rk:2:pf:0
As far as ESC's go, I have learned that HobbyWing is the only brand I can rely on, trust me, I've ran maybe a dozen different off brands across the net and when it comes to ESC's, you will get what you pay for... if cash is tight and you want to save up for a HobbyWing down the road, then I would consider this combo here just to get you by in the mean time, but don't expect it to last long term:
https://www.ebay.com/itm/Original-Go...UE1a:rk:5:pf:0
You will still hit your target speeds on 4S, but expect to peg your temps, I would consider investing in a cooling fan for the motor to help buy you some more time on it.

+1 for Hobbywing gear.
Maybe one of their discontinued EZRun WP- SC8 speed controls would be right for you Jackg15. The WP-SC8 ESC can be found with a little bit higher USA warehouse price tag than when they were first discontinued. Or, for around $56, shipped from overseas. The one I got (from China) seems to be a legit Hobbywing product when compared to my other two WP-SC8 speed controls that I use. You won't get a warranty, but that's the chance I took. Them EZRuns are pretty darn tough.

Would this be a good option
I am currently looking at a hobbywing set up called the hobbywing XERUN combo XR8 SCT 3800kv motor with esc also, currently going for £85 on eBay bid only 4 hours left would this be able to achieve what I am looking for ?

For an all-around general purpose ESC/motor combo, and looking for top speed, I wouldn't worry about a sensored system. And yes, a packaged combo deal will usually save you money. What bill_delong suggested would probably be the cheapest combo around for a 4S capable 3670 sized motor.
I would recommend going to a well known manufacturer's website. From there, you can generally select from categories in 1/10, 1/8 scale electronics. They will tell you what platforms are best suited for their speed controls, and motors. Then you can look at specs like size of motor, max. input voltage, etc. etc. etc.

Sensored or sensorless
I am currently thinking about one of the Goolrc motors, suggested at the start which is sensorerd, it is 2650kv, 50,000 RPM, max 18v and max 130a so feel like that would be a good option as high Watts seems to give a lot more power, just wondering if I should go sensored or sensorless as they do a sensorless motor as well but it drops to 2400 watts, what would be the better option ?
