Look at airboats and hovercraft.
There was a youtube clip a few years ago of I think some Dutch guys "sailing" in snow, but I guess that their boat cost a great deal more than 200, whatever currency you are talking in. Apart from Bitcoins.

im talking dollars. yes airboats are interesting but you need wind and hovercrafts cant take a jump or any waves. Unless there are some superpowerful hovercrafts?

Airboats don't need wind. They can be either electric ,nitro or gasoline powered. https://www.youtube.com/watch?v=Ud254ZZo7rY

Terminology - airboats are surface skimmers driven by an airscrew. Sailboats have sails and are wind powered.
With hovercraft, much depends on the size, and the depth and design of the skirt and power available as to what they can get over.
But power = money. Super powerful = super money. Bigger = more money. Twice the size, eight times the cost.
Boats are designed and mostly used on water. There are plenty of fast RTRs that will perform on water, because that is what they were designed for. What they would do on snow is anybody's guess, apart from the water cooling not working. In all probability, worldwide, the number of people who who have "sailed" on snow you can probably count on the fingers of one hand, and the chances of one of them reading here............
