Hi,
Well , to go out and buy a new TX/RX, motor, and esc you will be spending as much or more than what you paid for the boat. I'll guess you spent $70.00 plus another $70+ and you still have a toy-grade boat.

You will be better off buying a hobby-grade boat like a Proboat, Traxxas, Atomic, Aquacraft from a reputable local hobby shop or Horizon Hobby or Tower Hobbies where they stand behind what they sell.

Good Luck.

With apologies (sailboat guy here, so I'll leave reclaiming process to others, but...) Successful or not, going back to the seller was the smart thing to do. And just as an FYI: I know everybody likes to dis Walmart and I'm not saying they're the greatest BUT... they've taken care of me for things like two different cameras that failed in use after they were over 6 months old and a GPS navigation that had sat as an unused X-mas present for several months -- and they gave a full refund even though they didn't even stock that model anymore and said all they could do with the return was send it to the dumpster. Just sayin' because when I've talked with the department manager concerned and firmly but politely insisted they accept responsibility for what was their problem in my view, they went to unreasonable lengths to give me what I asked for... just in case you may find that helpful. Best of luck. @
